Councillor Hardacre, Chair of Planning Committee, referred to Item 2 of the previous minutes and confirmed that he had declared a non-pecuniary interest in respect of agenda item 5, application 18/00296/OUT, 866 Stafford Road, Wolverhampton, WV10 6NU

Minutes:

Having declared an interest, Councillor Obaida Ahmed left the meeting room whilst the application was considered.

 

The Committee considered a report regarding 18/01015/FUL, two-storey side and rear extension, single storey rear extension, front porch extension, new front bay window and canopy.

 

Mr Jacob Sedgemore addressed the Committee and spoke in support of the application.

 

In response to questions from the Committee, Stephen Alexander, Head of Planning, advised Members to consider the impact on neighbours’ amenities of the proposed extension before them and to give little weight to what could theoretically be built with permitted development rights.

 

Resolved:

That planning application 18/01015/FUL be refused for the following reasons:

  • Loss of natural light
  • Overbearing impact
  • Loss of outlook

 

Councillor Obaida Ahmed returned to the meeting.

18/00723/FUL - 2 Newbridge Crescent, Wolverhampton, WV6 0LP pdf icon PDF 772 KB

Minutes:

The Committee considered a report regarding 18/00723/FUL, erection of a dormer bungalow with associated access, parking and landscaping. Removal of a group of trees adjacent to driveway.

 

Mr Aidan addressed the Committee and spoke in opposition to the

application.

 

Mr Thomas O’Neill addressed the Committee and spoke in support of the application.

 

Members of the Committee expressed concerns regarding the application and felt that the proposals were unacceptable.

 

Resolved:

That planning application 18/00723/FUL be refused for the following reasons:

  • Detriment to highway safety due to the site being on a bend and poor visibility when exiting the site.

Detriment to the character and appearance of the conservation area due to the size and position of the proposed development in relation to its surroundings.

Minutes:

The Committee considered a report regarding 14/00989/FUL, proposed dwelling.

 

In response to questions from a Committee Member, Stephen Alexander, Head of Planning, explained how the objections received against the application had been addressed.

 

Members of the Committee questioned the proposals and requested further details regarding the financial matters associated with the application.

 

Resolved:

That planning application 14/00989/FUL be deferred due to concerns over financial matters.

Planning application 18/01075/FUL had been withdrawn from Planning Committee so therefore was not considered.

18/00833/FUL - Bilston Urban Village, Bilston, Wolverhampton pdf icon PDF 1 MB

Minutes:

The Committee considered a report regarding 18/00833/FUL, erection of 420 dwellings, associated works including engineering works, new roads, landscaping and public open space. Diversion of public rights of way.

 

Vijay Kaul, Senior Planning Officer, reported the following updates to the report since it had been published:

  • The Coal Authority had no objections to the application,
  • The recommendation within the report should include a long-term drainage maintenance plan.

 

Resolved:

That the Strategic Director for Place be given delegated authority to grant planning application 18/00833/FUL subject to:

 

(i) Completion of Section 111 to obligate the developer to enter into a Section 106 agreement on taking possession of the land to secure:

 

·         £2,500 per unit towards the expansion and relocation of Loxdale Primary School which is located adjacent to the Application Site;

·         £2,500 per unit towards the creation, enhancement and maintenance of open space located adjacent to the Application Site;

·         The creation of a management company to maintain:

o   the on-site open space that is not privately maintained along with a long-term Landscape Management Plan

o   the underground drainage system (not adopted by Severn Trent Water) for the life of development and long-term drainage maintenance plan.

 

  • Provision of 25% Affordable Housing
  • £12,000 towards provision of Traffic Regulation Order
  • Legal costs

 

(iii) Subject to any appropriate conditions including (but not limited to):

 

  1. Commencement
  2. Phasing plan
  3. Approved plans
  4. Materials schedule
  5. Final finished floor levels to be agreed, with maximum 2.5m retaining for plots 223, 233 and 234

  20. Noise mitigation (inc acoustic glazing, mechanical ventilation and 2.5 acoustic fencing)
  21. Floodlighting / school MUGA – prior to occupation impacts
  22. Details of connections to existing PRoW’s
  23. Construction methodology, materials and measures to prevent vehicles/motorbikes in pedestrian linkages to canal.
  24. Details of the new footpath link to the adjacent site along with access control.
  25. Temp PRoW to be implemented

  27. Implementation of the Written Scheme of Investigation – Archaeology
  28. Implementation of Energy Statement.
