[To consider the planning application]

Minutes:

The Committee considered a report regarding 18/01252/FUL, single and double storey front extensions and internal alterations. The report had been referred to Planning Committee as the applicant was a Member of the Council.

 

Megan Benbow, Planning Officer, advised that since the report had been published further objections had been received but none constituted a new material objection to the application.

 

Resolved:

That planning application 18/01252/FUL be granted subject to conditions including:

  • Materials as specified on plan

Bathroom window located in Bedroom 1 to be obscurely glazed at Level 4 and maintained for its perpetuity.

Minutes:

The Committee considered a report regarding 18/01249/REM, reserved matters for new dwelling to the rear of the site (outline application 17/00255/OUT).

 

Ms Williams addressed the Committee and spoke in opposition to the

application.

 

Mr Whitman addressed the Committee and spoke in support of the application.

 

In response to a statement made, a Member of the Committee expressed concern regarding the loss of two trees and requested that the issue was addressed should permission be granted. Stephen Alexander, Head of Planning, advised that a landscape condition addressing this could be imposed.

 

Resolved:

That planning application 18/01249/REM be granted subject to conditions including:

  • Parking provision retained
  • Agreed visibility splays
  • Agreed boundary treatments
  • Removal of permitted development rights
  • Vehicle charging point

 

It was agreed to provide an additional condition to require a landscape scheme to detail new trees mitigating the loss of two TPO beech trees which had been felled following approval of an application for their removal.

Minutes:

The Committee considered a report regarding 18/01075/FUL, change of use from exclusive members only social club to social club open to the public with ancillary community, drinking and eating use. Including internal alterations to convert the existing garage into additional seating area.

 

Kirsty Hodson, Planning Officer, advised that since the report had been published further objections had been received but none constituted a new material objection to the application and the planning officer reconfirmed their recommendation to the committee.

 

Resolved:

That planning application 18/01075/FUL be granted subject to the following conditions:

  • Hours of opening Monday to Saturday 9am-11pm and Sunday 10am-10pm
  • Restrict use to Social Club
  • Parking Plan as submitted and thereafter retained
  • No external seating

Minutes:

Having declared an interest, Councillor Alan Butt left the meeting room whilst the application was considered.

 

The Committee considered a report regarding 18/01130/RC, variation of condition 7 for planning application C/1191/92 to extend the opening hours from 07.00 - 23.00 daily to 06.00 - 23.00 daily for 12 months temporary permission to allow a period of monitoring

 

Kirsty Hodson, Planning Officer, advised that since the report had been published further objections had been received but none constituted a new material objection to the application.

 

Mr Tykiff addressed the Committee and spoke in opposition to the

application. He detailed his concerns and alleged that residents had not been adequately notified of the objection process.

 

Members of the Committee empathised with residents and advised them to keep records of all disturbances from the site. These incidents should then be reported to the Planning department and Environmental Health.

 

In response to questions from Members of the Committee, Stephen Alexander, Head of Planning, confirmed that neighbouring properties had been issued letters detailing the objection process and stated he was satisfied that the correct notification procedure had been followed. He also confirmed that the site would be monitored by Officers. 

 

Resolved:

That temporary planning consent for the variation of condition 7 of planning permission C/1191/91 be granted for a period of 12 months subject to the following restrictions:

  • Petrol Station and Shop Hours restriction – 12 months 06:00-23:00
  • Car Wash hours restriction – 07:00 -23:00
  • Deliveries hours restriction – 07:00-23:00
  • Light luminaires under canopy – 2 EV Lux and 1,000 Candelas

           between 23-00 and 07:00

  • Perimeter lights restriction 23-00 and 07:00
  • Restriction Motor Repairs

Minutes:

The Committee considered a report regarding 18/01260/FUL, extension of existing food retail store with associated alterations to existing car parking, access, servicing & landscaping.

 

Tracey Homfray, Planning Officer, reported the following updates to the report since it had been published:

  • A transport assessment report had been received but failed to address all concerns raised,
  • Two further letters had been received – 1 against, 1 supporting.

 

Mr Ryley addressed the Committee and spoke in opposition to the

application.

 

Mr Bryden addressed the Committee and spoke in support of the application. In response to a statement made by the Planning Officer he said that the required transport information was submitted in October 2018.

 

Members of the Committee expressed concerns regarding the application and felt that the proposals were unacceptable.

 

Resolved:

That planning application 18/01260/FUL be refused for the following reasons:

  • Insufficient detail/information with respect to Transport Statement to consider Highway and Pedestrian Safety;
  • Urban Design and Character/Appearance of Street Scene;
  • Neighbouring Amenities.

The Committee considered a report regarding 18/00978/FUL, the erection of one bedroom dwelling.

Minutes:

The Committee considered a report regarding 18/01362/FUL, proposed industrial / distribution development (B1c Light Industry, B2 General Industrial / B8 Storage and Distribution), together with ancillary offices, parking and servicing.

 

Mr Robinson addressed the Committee and spoke in support of the application.

 

Members of the Planning Committee fully supported the application and welcomed the creation of jobs within the city.

 

Cllr Inston raised concerns regarding noise disturbance and requested that an additional condition was imposed ensuring that doors and windows of the site remained closed unless required.

 

Resolved:

 

That planning application 18/01362/FUL be granted subject to the following conditions:

  • Construction management plan / Hours of construction
  • Finished floor levels
  • Drainage
  • Tree protection
  • Landscape management plan (to include tree retention, and new tree and hedgerow planting / provision of replacement tree planting whenever a tree dies)

Minutes:

The Committee considered a report regarding 14/00989/FUL, proposed dwelling.

 

Members asked for clarification on the information before them and it was agreed that the meeting would be deferred to allow Members more time to review the documents.

Stephen Alexander, Head of Planning, presented the financial information provided by the Applicant and answered questions from Members as to the application and the justification for the recommendation for the grant of the application.

 

A Member of the Committee expressed concern that the “Tettenhall Chain” could be adversely impacted during construction. The Head of City Planning advised that this matter could be dealt with in the Construction Method Statement that would be required by condition.

 

Resolved:

That planning application 14/00989/FUL be granted subject to the following conditions:

  • No development shall take place until the works described in the second heritage report of PCPT Limited to the roof of the Towers (items A2 B1 and C1) have been completed – Enabling Development.
  • Condition Mitigation in accordance with the Arboriculture Report.
  • Submission of Landscaping to be specific to Sites of Importance for Nature Conservation with native species.
  • Updated Wildlife Report and any required mitigation measures.
