To seek approval to appoint a local horse bailiff

Approved the ad hoc use of Equine Emergency Services (option 4 below) to act in accordance with the Animals Act 1971 to manage horses on Council owned land that are present without lawful authority until a new contract can be put in place during 2018.

To approve changes to WV Living board membership due to the retirement of the Strategic Director of Housing

1.       Approved the removal of Lesley Roberts, Strategic Director for Housing, from the City of Wolverhampton Housing Company Limited’s board of directors.

2.       Approved the appointment of Kate Martin, Service Director of Housing, to the City of Wolverhampton Housing Company Limited’s board of directors.

3.       Approved the appointment of Kate Martin, Service Director of Housing as Company Secretary.

All governing bodies of maintained schools are required to be constituted under Regulation 28, the School Governance (Constitution) (England) Regulations 2012 or the School Governance (Federations) (England) Regulations 2012, as appropriate, by 1 September 2015.c

To seek approval to proceed with land and property transactions relating to leases, easement, notices, surrenders and other deeds and their terms.

Compulsory Purchase Order compensation for the acquisition of 319 Dudley Road, Wolverhampton.

The City of Wolverhampton Council has submitted a planning application to build 43 new affordable council homes in Heath Town. A section of Public Footpath FP493, Burton Crescent to Field Street will be required to be diverted to accommodate the development.

1.       Approved the recommendation to divert a section of Public Footpath FP493 - Burton Crescent to Field Street, Heath Town.

2.       Authorised the Director of Governance, in respect of Public Footpath FP493, to serve notice and make and advertise a Public Path Diversion Order in accordance with Section 257 of the Town and Country Planning Act 1990 and to confirm the Order subject to there being no objections.

3.       Authorised the Director of Governance to make a Legal Event Modification Order to amend the Wolverhampton Rights of Way Definitive Map, if required.

1.     That the City of Wolverhampton Council Calendar of Meetings for 2018-2019 attached as appendix 1 to the report be endorsed.

1.      That the new format of the Council’s Constitution be adopted.

2.      That changes to the current content as summarised in the Special Advisory Group report and detailed in Appendix 1 to that report be adopted subject to:

a.       The proposed change to Part 4 – Financial Procedure Rules, to enable timely decisions in relation to new external funding received by the Council being amended by the inclusion of the words ‘or Cabinet (Resources) Panel’ between the words ‘Cabinet’ and ‘and’ to read as follows:

“Where all of the following apply, an overall increase or decrease in the Council’s total budget may be approved Cabinet or Cabinet (Resources) Panel and not require the approval by Council:”

and at the end of clause (iv) to read as follows:

“(iv)    The Section 151 Officer agrees that approval may be granted by Cabinet or Cabinet (Resources) Panel.”

b.       The proposed change to Part 4 - Contract Procedure Rules (Section 3.10) being amended to require the Cabinet Member for Governance to approve the engagement of agency staff above a day rate of £500 and for the Human Resources Business Partner to approve engagements with a day rate below £500; and

That quarterly report on the use of Agency Staff also be submitted to Cabinet (Resources) Panel for information.

3.      That the Director of Governance be authorised to implement the new format and the changes set out in Appendix 1 of the Special Advisory Group report, as now with immediate effect.

4.      That it be noted, that further amendments to the Constitution would be presented in May 2018.

1.      That two polling stations in Wednesfield North ward be merged to be one double station and the number of polling stations in Graiseley ward be reduced from seven to six be approved.

2.    That authority be delegated to the Returning Officer to make such changes to polling stations arrangements as may be operationally necessary to ensure the smooth and efficient delivery of the elections in 2018.

That the summary of executive business be received.

1.  That the revised medium term General Fund capital programme of £339.3 million, an increase of £9.2 million from the previously approved programme, reflecting the latest projected expenditure for the medium term be approved.

2. That the net additional General Fund resources of £9.2 million be approved for;

i. forty new projects totalling £26.3 million;

ii. thirty three existing projects net reduction totalling £17.1 million.

1. That it be noted, that a mid-year review of the Treasury Management Strategy Statement had been undertaken and the Council had operated within the limits and requirements approved in March 2017.

2. That it be noted, that savings of £1.1 million for the General Fund and £643,000 for the Housing Revenue Account (HRA) were forecast from treasury management activities in 2017-2018.

To delegate authority to spend funds from the approved budget for the Civic Halls scheme on preparatory works.

1.       That permission be granted to spend up to £700,000 from the approved Civic Halls budget on additional works.

2.       That the additional works be carried out by the present contractor (Shaylor Group) under their original contract as a variation to enable these works to be carried out and mitigate potential delays in the project.

To approve the variation of existing fees and charges.

1.          Approved charging £95.00 each for the Entwined Hearts Urn and Touching Hearts Urn which form part of the range of urns offered by the Bereavement Service.

2.          Amended the Tempest Street car park tariffs for parking up to 3 hours from £2.00 to £2.50. This will enable the charges to be in line with other short stay car parks in the city centre.

3.       Approved the below car park tariffs for Bell Street in line with other short stay car parks in the city centre:

To consider the outcome of Informal Consultation on the proposed merger of Whitgreave Infant School with Whitgreave Junior School and determination whether to proceed to the next stage of the consultation process.

1.      Considered all the outcomes from the Informal Consultation on the proposed merger of Whitgreave Infant School with Whitgreave Junior School.

2.      Approved progression to Formal Consultation (Representation) with regard to the proposed merger of Whitgreave Infant School with Whitgreave Junior School.
