To seek approval to the land and property transactions included within the report.

1.      Approved the acquisition of the Molineux Car Park (situated between Wolverhampton Wanderers Stadium and Molineux Archives building) from the existing approved Strategic Land Acquisitions’ budget within the Capital Programme.

2.      Noted that the surrender or the statutory disclaiming (by the Official Receiver) of the Birch Street Car Park lease held by Carillion.

3.      Noted that as part of the surrender or disclaimer, the granting of a one-year lease to Carillion, outside the terms of the Landlord and Tenant Act 1954, of 70 car parking spaces at Birch Street.

This report seeks approval to proceed with the land and property transaction detailed herein

Approved the completion of the transaction listed below and the terms:

·         Release of restrictive covenant at 171 Caledonia Road.

To approve payments of grants to SME's (small and medium sized enterprises) under Black Country Transformational Growth Opportunities Local Delivery (GOLD) project.

In accordance with recommendations from the Investment Decision Group, approved the payments of grants totalling £37,394 (£37,394 capital and £ nil revenue) to six small and medium sized enterprises under Black Country Transformational GOLD project.

To award the contract for Young Carers Support Services

Awarded the contract for Young Carers Support Services to Spurgeons of 74, Wellingborough Road, Rushden, Northants NN10 9TY, for a duration of three years from 1 October 2018 to 30 September 2021, for a total contract value of £282,300.09, plus an option to consider an extension period to 30 September 2022 (subject to satisfactory performance and agreement by both parties to the contract) for a further year at an additional contract value of £99,698.31 (Total for four years £381, 998.41).

Delegated authority to award the contract for Box Office Services was granted to Cabinet Member for City Economy in consultation iwth the Director for Place at the Cabinet (Resources) Panel on the 19 July 2016.

Awarded the contract for Box Office Services to Ticketmaster UK Ltd of London for a duration of eight years from 1 October 2017 to 31 September 2025 for a total expected income over the contract period of £2,760,000.

To approve the acquisition of the former public house and proposals for the development of the site

1.     Approved the acquisition of the former Patchbox Public House site, Bradley.

2.     Approved proposals for the development of the site for future new build council housing using modular methods of construction.

Award of contract for External financial advice consultants.

Awarded the contract for External Financial Advice Consultants for a duration of two years from 1 September 2018 to 31 August 2020 at a value of £180,000

That the Executive Business be noted.

That the contents of the 2017-2018 Audit and Risk Committee Annual Report be approved.

That the video presentation detailing the work being carried out in relation to the scrutiny function be noted.

To approve the new Homelessness Prevention Strategy for Wolverhampton in line with the Homelessness Reduction Act 2018.

That the City of Wolverhampton Homelessness Prevention Strategy for 2018-2022 be approved.

1. That that the Section 75 Agreement (Pooled Budget) with the NHS

Wolverhampton Clinical Commissioning Group be approved to continue for 2018-2019.

2. That authority be delegated to the Cabinet Members for Adults, Public Health and Wellbeing and Resources, in consultation with the Director of Adult Social Service, Director of Public Health and the Director of Finance, to approve the revised Section 75 Agreement (Pooled Budget) for 2018-2019.

That in accordance with Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting for the following items of business as they involve the likely disclosure of exempt information relating to the financial or business affairs of any particular person (including the authority holding that information).

That the implementation of changes, in line with updated legislation around the licensing and management of Houses in Multiple Occupation, be approved.

That the Private Sector Housing Assistance Policy under the Regulatory Reform Order 2002 be approved.
