Better Care Fund Section 75 Agreement (Pooled Budget 2017/18) New!

Reason for urgency:
Work across both the Black Country and West Midlands regional areas is underway to jointly deliver regional collaboration across the four Black Country CCG’s and the Wolverhampton STP
On 7 April 2017 the Department of Health/Department for Communities and Local Government released the BCF policy framework for 2017/18/19.
The detailed technical guidance was due to be published by DCLG/DH in mid- December 16, however this was not received until April 17 which has led to challenges around the production of the detailed BCF submission.
The BCF Plan needs to be submitted in draft format by 9 May 2017, this date is still valid despite the late issuing of the BCF guidance. The short timescale between the guidance being available and the required date of issue requires the Council to apply to Cabinet for delegated authority relating to the Pooled Fund in an extremely short timescale.

This decision will be taken under urgency procedures.

Reason for urgency:
Unfortunately sufficient notice of this report was not provided due to an oversight during the Ofsted inspection.
It is of high importance that the report is considered at the meeting of the Cabinet (Resources) Panel on 25 April as private, voluntary and independent childcare providers require confirmation of their hourly rate of pay for the forthcoming financial year. This will enable them to plan their budgets and will assist in them making a decision regarding offering Terrific for Twos places and the extended 30 hours recently announced by the Department for Education. The City of Wolverhampton Council has a statutory duty to ensure there are sufficient places available for 3 & 4 year olds in Wolverhampton.
Providers are due to receive their first instalment of their funding on 15th May 2017. In order to fulfil this commitment, confirmation of the funding rate is required.

Reason for urgency:
A further meeting is scheduled with the Community Associations for early May 2017 and it is hoped that formal approval at the April CRP will enable all parties to move forward on recharges. To move to the May CRP may result in the charges back to the Community Associations being delayed.

A delay in the decision would postpone the disposal of sites, which would have a significant impact on the delivery of the Masterplan that has been shared with residents and developers. The delays would be substantial as the next meeting of Cabinet is scheduled for 7 June 2017.
