Minutes:

Councillor Judith Rowley referred to minute 10 17/00493/FUL – Niphon Works, 43-68 Lower Villiers Street, Wolverhampton and confirmed that there was positive news as it appeared that work would be commencing shortly on the site.

 

Councillor Judith Rowley also referred to the small number of planning applications on the planning agenda for the meeting and asked officers if there was an explanation.

 

Stephen Alexander, Head of Planning advised that the reason could partly be due to normal mathematical variation; however, more importantly it was probably because officers worked effectively with applicants and neighbours to ensure that as many issues as possible were resolved before an application was submitted and in that way, the number of objections received was generally relatively low compared to many other local planning authorities.

17/00875/FUL 30 Wood Lane, Bushbury, Wolverhampton pdf icon PDF 1 MB

Minutes:

The Committee considered a report regarding application 17/00875/FUL, change of use from a mixed warehousing/distribution and retail use (Use Class A1 and B8) to a pure warehousing/distribution use (Use Class B8), with associated offices and window/door alterations to the façade.  Security fencing.

 

Resolved:

That planning application 17/00875/FUL be granted, subject to any appropriate conditions including those below:

  • Hours of operation:

-       0600 hours to 2000 hours Mondays to Fridays

-       0800 hours to 1800 hours Saturdays

-       No time on Sundays or Bank and Public Holidays

  • Landscaping and boundary treatment
  • Cycling/motorcycle parking
  • Lighting scheme
  • Extraction/air conditioning scheme

No loading/unloading of vehicles outside the building before 0700 hours.

16/01278/FUL - Hanbury Tennis Club, Hanbury Crescent, Wolverhampton pdf icon PDF 828 KB

Minutes:

The Committee considered a report regarding application 16/01278/FUL, erection of eight low level retractable floodlights on Court 1 (2.75m lowered, 3.95m fully extended).

Ragbir Sahota, Planning Officer reported on an update to the report since it had been published.  He advised that a further letter of objection had been received which reiterated the objections already made and outlined in the report.

 

Ms Nicola Jones addressed the Committee and spoke in support of the application.

 

Members of the Committee referred to the report and the comments received from Environmental Health that the information submitted was insufficient to adequately determine the light spill into neighbouring properties.  Reference was also made to the appeal decision in 2010 and the differences between the two schemes. 

 

Members of the Committee expressed concern that given the insufficient information it would be appropriate to request a deferral to allow further consultation and investigation to take place into the potential light spill.

 

Resolved:

That consideration of application 17/01278/FUL be deferred to allow further consultation and investigation to take place into the potential light spill.
