Councillor Greg Brackenridge declared an interest in respect of agenda item 17 due to his role as chairman of the West Midlands Fire Authority.

Michelle James, Licensing Policy Manager, presented a report asking Members to:

1. Consider responses to the consultation for the Statement of Licensing Policy.
2. Agree the policy and its revisions.
3. Refer the revised Statement of Licensing Policy to Full Council for final approval and implementation.

The Licensing Policy Manager outlined the responses received to the consultation and discussed the revisions that had been made.

Chris Howell, Licensing Manager, acknowledged the significant input from Public Health and thanked them for their assistance.

Resolved:

That Members of the Statutory Licensing Committee:

1. Considered responses to the consultation for the Statement of Licensing Policy.
2. Agreed the policy and its revisions.
3. Referred the revised Statement of Licensing Policy to Full Council for final approval and implementation.

Chris Howell, Licensing Manager, presented a report asking Members to:

1. Note the non-discretionary fees and charges set by statute in relation to the Licensing Act 2003 set out in Appendix 1.
2. Approve the fees and charges set out in Appendix 2in relation to the Gambling Act 2005 with effect from 1 April 2020 over which the Council has fee setting powers.
3. Note other fees and charges for permits set by the Secretary of State in relation to the Gambling Act 2005 over which the Council has no local control.

Resolved:

That Members of the Statutory Licensing Committee:

1. Noted the non-discretionary fees and charges set by statute in relation to the Licensing Act 2003 set out in Appendix 1.
2. Approved the fees and charges set out in Appendix 2in relation to the Gambling Act 2005 with effect from 1 April 2020 over which the Council has fee setting powers.
3. Noted other fees and charges for permits set by the Secretary of State in relation to the Gambling Act 2005 over which the Council has no local control.

Chris Howell, Licensing Manager, presented a report asking Members to:

1. Approve the payment of the £21 fee on behalf of individuals serving Temporary Event Notices to celebrate VE Day.
2. Endorse the Home Secretary’s plans to extend premises’ licensing hours.

The Licensing Manager responded to questions asked and Members welcomed the report.
