1.    Retrospective approval for underlease from City of Wolverhampton Council to Local Government Pension Service Central Limited at Floors 4 & 5 – Mander House.

That the Cabinet Member for City Environment, in consultation with the Director for City Environment:

1.    Authorised the novation of the contract for the provision of pay on foot equipment for the Civic Centre and other car parks from Parkeon Limited of 10 Willis Way, Fleets Industrial Estate, Poole, Dorset, BH15 3SS (Company Number 01232487) to Flowbird Smart City UK Limited of 10 Willis Way, Fleets Industrial Estate, Poole, Dorset, BH15 3SS (Company number 04869035) for the remaining term of the contract to the 31 December 2020.

That the Cabinet Member for Resources in consultation with the Director of Finance:

1.    Approved the allocation of £75,000 from the Corporate Contingency within the Capital Programme to Shaw Road Household Waste and Recycling Centre (HWRC) to facilitate concrete substrate improvement works, as identified by the Environmental Agency, and ensuring continued operation of the site.

That the Cabinet Member for City Economy and Cabinet Member for Resources, in consultation with the Director of Regeneration and Director of Finance, approved payments totalling £33,557.

1.     Approved the recommended action to implement waiting restrictions to parts of Steelhouse Lane, Cable Street, Furnace Drive, Forge Road (Plan T4/4202). 20mph Speed Limit to parts of Chain Gardens, Furnace Drive, Forge Road, William Bayliss Drive (Plan T4/4244).

2.     Approved the recommended action to implement waiting and loading restrictions to Langley Road, Fareham Crescent, Highclere Gardens (Plan T4/4250).

3.     Approved the recommended action to implement waiting and loading restrictions to parts of Springfield Road, Bakewell Gardens, Badger Croft (Plan T4/4229). 20mph Speed Limit to Bakewell Gardens, Badger Croft (Plan T4/4240).

4.     Approved the recommended action to implement waiting and loading restrictions to parts of Ashland Street, Elias Mattu Avenue, Great Brickkiln Street, Humber Road, Kimberley Street, Pelham Street, Rosebery Street, Salisbury Street (Plan T4/4223A). 20mph Speed Limit to Elias Mattu Avenue (Plan T4/4224). Prohibition of Driving to part of Elias Mattu Avenue/Pelham Street (Plan T4/4226).

5.     Approved the proposed revocation (in part) of existing Traffic Regulation Orders (TROs) in Langley Avenue; Rosebery Street; Ashland Street; Great Brickkiln Street; Humber Road; where necessary to allow the implementation of the new TROs.

6.     Authorised the Director of Governance to implement the relevant traffic regulation orders.

Approve the revised programme of works including 17 new projects to be funded from the approved capital programme for Corporate Asset Management Fund.

Supply of LED Luminaires

Approved the award of the contract for the Provision of LED Lighting for:

a.     LOT 1- Luminaires – to D W Windsor Limited for a duration of three years, with the option for two 1 year extensions from 1 February 2020 to 31 January 2023 with a total contract value of £4.6 million.

b.     LOT 2 – Photo Electric Cell Unit – to Lucy Zodion Limited for a duration of three years, with the option for two 1 year extensions from 1 February 2020 to 31 January 2023 with a total contract value of £0.2 million.

Report seeking approval to proceed with land and property transactions and their terms as detailed herein.

Approved the completion of the transactions listed below:

a.     Statutory Transfer of land from the Borough Council of Dudley to City of Wolverhampton Council – Land at Highfields Road, Coseley.

b.     Lease renewal of premises at Bee Lane to West Midlands Reserve Forces and Cadets Association - Land at Bee Lane, Fordhouses.

c.     Relocation of the Youth Offending Team to Former Merridale Fire Station Offices, Merridale Street, WV3 0RE – 12-year lease and licence of alterations.

This report seeks approval for the payment of European Regional Development Fund (ERDF) grants to businesses who are Small and Medium Sized Enterprises (SMEs) under the Black Country “Advice Invest Market Development” (AIM) for “Growth Opportunities Local Delivery” GOLD Project.

City of Wolverhampton Council is the Lead Authority in relation to the European Regional Development Fund EDRF grant funding. In that capacity it has:

1.     Approved the payment of ERDF grants totalling £50,000 to one small and medium sized enterprise (SME) through the Black Country “Advice Invest Market Development” (AIM) for “Growth Opportunities Local Delivery” GOLD project.

Approved that the Council enters into a conditional sale contract for the freehold titles of the property together with any ancillary legal agreements as detailed in the report.
