18/05/2020 - i54 Western Extension – Services Strategy ref: 4094    Recommendations Approved

This report seeks approval for CWC as landowner to enter into agreement with Harlaxon Energy Networks Limited, an Independent Distribution Network Operator (IDNO), on behalf of the JV partners to deliver the service strategy for the provision of electric, gas, water, telecoms and other 3rd party utilities to serve the current i54 and the i54 Western Extension (south) sites.

2.    Approved that the Council as landowner enters into Agreement with SCC, Harlaxton Energy Networks Limited and Harlaxton Engineering Services Limited for the Reservation of Connection Capacity.

19/05/2020 - Approval of Staged Development Agreements for Affordable Housing ref: 4011    Recommendations Approved

To approve the Staged Development Agreements for Affordable Housing.

Decision:

1       That the City of Wolverhampton (CWC) enter into six separate staged payment Development Agreements with WV Living (WVL) for 100 affordable housing units on six sites for up to £8,777,000 as detailed in Appendix 1 of this report.

 

2       That the Council be authorised to execute the development agreements, contracts, transfers, associated wayleave agreements, deeds of easements, deeds of grant, collateral warranties together with any ancillary agreements.

 

3       That authority be delegated to the Cabinet Member for City Assets and Housing in consultation with the Director of Finance, to agree the purchase price of the affordable homes required under the S.106 homes and planning conditions, based upon an assessment of value provided by a Royal Institute of Chartered Surveyors (RICS) valuer.

24/04/2020 - i54 Western Extension - Grant Agreement - BC LEP (Local Growth Fund and Land and Property Investment Fund) ref: 3975    Recommendations Approved

The report details the various contributions towards delivery of the Western Extension at i54 and seeks authority to accept the LEP grants and enter into associated grant agreements.

Decision:

1.            Accepted the Black Country Local Enterprise Partnership’s (BCLEP)’s dual grant offer for the total sum of £5m (£2.5m from Local Growth Fund and £2.5m from Land and Property Investment Fund) for Platform Preparation Works to support the i54 Western Extension Project.  

2.            Authorised the Council to enter into a Grant Agreement and a letter of guarantee with Walsall Metropolitan Borough Council (the LEP’s Accountable Body for the Land and Property Investment Fund) in order to secure these funds.

3.            Noted that the capital expenditure budget of £5m to utilise the grant was approved by Council on 18 September 2019.
