The City of Wolverhampton Council and New Park Village Tenant Management Co-Operative will be working with the residents to strengthen the resident engagement arrangements for the redevelopment of Ellerton Walk, New Park Village Wolverhampton. To help with the consultation and the regeneration programme it is proposed that an Independent Tenant and Home Advisor is appointed to help communicate and input on proposals and develop this to help inform tenant’s charter.

Decision:

[1. Approved the conditional sale of the Council’s long leasehold interest (250 year) in 6.02 hectares (14.88 acres) land at Bilston Urban Village East (outlined in the plan at Appendix 1) to Bidder C which will be due upon obtaining a satisfactory planning consent and clear title.  Terms of the sale will be agreed as per Recommendation 3 below.

 

2. Authorised the Director of Regeneration to agree the terms of conditional sale with an underbidder in the event that the above recommended land transaction with Bidder C does not proceed to exchange.

 

3. Authorised the Director of Regeneration to negotiate and agree final detailed sale terms (and form of the 250 year lease) in consultation with the Director of Finance and Deputy Leader: Inclusive City Economy and to satisfy the accounting treatments required in the form of the lease.

 

4. Authorised the Director of Regeneration to instruct external legal advisers, Shoosmiths to negotiate, execute and complete all relevant legal documentation to give effect to the above recommendations.]

Councillor Paula Brookfield, presented the report: Council Response to the Local Government Boundary Commission for England Draft Warding Proposal for approval. The report sets out the Council’s response to the Local Government Boundary Commission for England draft warding proposal for Wolverhampton.

 

Councillor Paula Brookfield, thanked the boundary commission for allowing the council to submit its response after the deadline. The boundary commission would consider all submissions put forward as part of the consultation undertaken, a final report would be received from the boundary commission in November.

 

Councillor Paula Brookfield, proposed the recommendation and Councillor Tersaim Singh seconded the recommendation.

Councillor Steve Evans, presented the report Brewers Yard (Phase 1) Culwell Street Site for approval. The report sought approval for appropriate capital budgets to relocate fleet services and meals on wheels to a new more energy efficient facility on the wholesale market site. In total four services would be based at this site.

 

Councillor Steve Evans, added the clearance of the Culwell Street site would enable the brownfield site to be redeveloped as part of the Brewers Yard masterplan. This would enable city centre housing to be developed, support the local economy by creating more jobs and contribute to the Council’s priorities by creating a vibrant and thriving space.

 

Councillor Steve Evans, placed on record his thanks to the Programme Manager for progressing this work.
