Decisions

1)    Approved a supplementary budget of £249,728.19 funded by the Centre for Homelessness Impact for the delivery of the Time Limited Accommodation with Immigration Advice project.

2)    Approved to enter into grant agreements and award grant payments for the delivery of The Time Limited Accommodation with Immigration Advice project of up to £230,000, pursuant to the Council’s Financial Procedure Rules to:

                                               i.     The Refugee and Migrant Centre for up to £70,000;

                                              ii.     Ashley Community Housing for up to £140,000;

                                            iii.     Good Shepherd Ministry CIO for up to £15,000; and

                                            iv.     P3 for up to £5,000

3)    Approved that the Head of Legal Services be authorised to enter into or execute or seal any legal documentation in relation to the project as deemed necessary in respect of the above-mentioned paragraphs.

1. Authorised the Council to enter into a JCT  Design and Build  Contract 2016 with Speller Metcalfe for the Central Library and Adult Education main build works that form part of Phase 2 of the City Learning Quarter.  
2. Authorised the Chief Legal Operating Officer to negotiate, execute, seal and complete all necessary documents to give effect to the above recommendations.

Approved the award of a contract for the West Midlands Regional Fostering Framework for a duration of four years, with an option to extend for up to six years (3+3), commencing on 27th August 2024. The total contract value is £53,631,120, representing the estimated expenditure over the ten-year framework period.

1.  Approved the sale of a shared ownership property at the site known as Hampton Park as detailed in the report and table below.

1.  Approved the Council entering into a Pre-Development Agreement to progress the development of feasibility studies to inform an OBC identifying the preferred option for the site.

1.  Approved the award of contract for Multi Functional Devices to Konica Minolta Business Solutions (UK) Limited of Konica House, Miles Gray Road, Basildon, Essex, SS14 3AR  for a duration of 2 years for £250,000.

1.  Approved the sale of the initial share of a shared ownership property at the site known as Hampton Park as detailed in the report and table below.

1.    Approves the completion of the purchase of the former council property listed in Appendix 1 at the agreed price of £90,000 plus Home Loss and disturbance payments.

2.    Authorises the Chief Legal Officer or other authorised officers to execute legal documentation to put the purchases into effect.

1.    Approved the amendment to the procurement procedure from Open Above Threshold to Direct Award via Regulation 32, in accordance with the Public Contract Regulations 2015 and Council’s Contract Procedure Rules.

2.    Awarded the contract for the Repair and Maintenance of Playground Equipment to HAGS SMP Limited, of Clockhouse Nurseries, Clockhouse Lane East, Egham, Surrey, TW20 8PG for a duration of 3 years with the option to extend for 2 further periods of 12 months from 30 September 2024 to 29 September 2029 for a total contract value of £640,000.

1.  Approved the completion of the purchase of the former council property listed in Appendix 1 at the agreed price of £127,500 plus Home Loss and disturbance payments.

2.  Authorised the Chief Legal Officer or other authorised officers to execute legal documentation to put the purchases into effect.

1.    That the removal of Councillor Barbara McGarrity as Vice Chair from the Governance and Ethics Committee for the remainder of the Municipal year 2024/2025 be approved.

2.    That the appointment of Councillor Iqra Tahir as Vice Chair on the Governance and Ethics Committee for the remainder of the Municipal year 2024/2025 be approved.

3.    That the appointment of Councillor Barbara McGarrity as Chair on the Climate Change, Housing and Communities Scrutiny Panel for the remainder of the Municipal year 2024/2025 be approved.

4.    That the appointment of Councillor Barbara McGarrity on Scrutiny Board for the remainder of the Municipal year 2024/2025 be approved.

5.    That the removal of Councillor Claire Darke from the Corporate Parenting Board for the remainder of the Municipal year 2024/2025 be approved.

6.    That the appointment of Councillor Ben Evans the Corporate Parenting Board for the remainder of the Municipal year 2024/2025 be approved.

7.    That the appointment of Councillor Stephen Simkins to the Black Country Consortium for the remainder of the Municipal year 2024/2025 be approved.

8.    That the removal of Councillor Wendy Thompson from the Governance and Ethics Committee for the remainder of the Municipal year 2024/2025 be approved.

2.    That the introduction of a 100% council tax premium charged for empty furnished properties with effect from 1 April 2026 be approved.

1. Approved the reallocation of £250,000 UK Shared Prosperity Capital Funding from the Ignite unit expansion to an alternative scheme for installation of solar PV on council assets.
2. Approved the virement of capital budget from existing budget to new project.
