That the Cabinet Member for City Assets and Housing in consultation with the Deputy Chief Executive approved the completion of the transactions listed below:

1.   Approved the grant of lease to Guru Nanak Gurdwara Trustees – Well Lane Open Space

Approved that the Cabinet Member for City Environment and the Cabinet Member for Resources, in consultation with the Director of City Environment and the Director of Finance:

1.     Approved the reduced parking rates for payment by mobile phone and App methods only at all pay and display car parks as follows:

a.     50% discounted of full rate from 12 April 2021 to the 17 May 2021, then

b.     25% discounted of full rate until 21^st June 2021.

(note that these dates coincide with government’s key steps to recovery and may change if these key dates are altered).

Approved the Cabinet Member for Children and Young People, in consultation with the Director of Children’s Services, awards the contract for Specialist Intensive Therapeutic Support (CWC20145) to Barnardo Services Limited, registered at Tanners Lane, Barkingside, Ilford, Essex IG6 1QG (company registration number 01227919) for a duration of up to 4 years, from 1 May 2021 to 31 March 2024 ( three years with a possibility to extend for one years) for an estimated total contract value of £1,400,000.

1. Approved the proposed TUPE transfer of the West Midlands Strategic Migration Partnership (WMSMP) into the Council and the Council entering into a Transfer Agreement with Birmingham City Council.

2.     Approved the short-term allocation of funds totalling £258,000 from the Budget Contingency Reserve in order to facilitate the transfer of the West Midlands Strategic Migration Partnership whilst grant terms and conditions are being finalised.

Approved the proposed complaints policy in relation to action taken under The Health Protection (Coronavirus, Restrictions) (All Tiers) (England) Regulations 2021 (as amended). The policy will apply to any subsequent revisions to this legislation or superseding legislation in relation to business restrictions.

1.     Variation of restrictive covenant – Former garage site at Rudge Avenue

2.     Deed of Easement – Penk Rise, Tettenhall

3.     Release of charge and restriction - Littles Lane (Carvers), Wolverhampton

4.     Land adjacent to 17 Grange Road – Tettenhall

5.     Land adjacent to 62 Holloway Street, Stow heath.

1.     That the Pay Policy Statement for 2021-2022 as set out in Appendix 1 of the Cabinet report be approved.

2.     That the publication of the Pay Policy Statement as set out in Appendix 1 of the Cabinet report be approved, in line with the requirements of the Localism Act 2021.

3.     That it be noted, that the national pay award for National Joint Council (NJC) and Joint Negotiating Committee (JNC) Chief Officers and Chief Executives had not yet been agreed.

1.     That the Wolverhampton Homes Business Plan Delivery Plan 2021-2022 as set out in Appendix 1 of the Cabinet report be approved.

2.     That the new arrangements for monitoring the delivery of the Wolverhampton Homes Business Plan Delivery Plan to Council scrutiny be approved.

That the Council’s Submission to the Local Government Boundary Commission for England as detailed in Appendix 1 to this report be approved.

That the City of Wolverhampton Council Calendar of Meetings for 2021-2022

attached at appendix 1 to this report be approved.

That the responses to written questions be noted.

That the decision made under the Council’s Urgent Action Powers be noted.

1.    Approved the recommended action to implement waiting restrictions to parts of Prouds Lane, Harper Road, Carnaby Street, Abbey Road (Plan T4/4391).

2.    Approved the recommended action to implement a mandatory left turn restriction to part of Prouds Lane (Plan T4/4392).

3.    Approved the proposed revocation (in part) of existing Traffic Regulation Orders (TROs) in Prouds Lane where necessary to allow the implementation of the new TROs.

4.    Authorised the Director of Governance to implement the relevant traffic regulation orders.

1.    Approved the Council entering into a Grant Agreement with Amethyst Academy Trust in respect of Moreton School.

2.    Approved the capital allocation from existing funds within the Secondary School Expansion Programme budget to permanently expand Moreton School so to cater for 210 places per year group.

3.    Approved that capital funding be released in order that the expansion project is progressed in a timely manner.

4.    Approved the awarding of a grant to Moreton School to fund the school expansion.

1.    Approved the introduction of a phased approach to implement changes in the fees and charges framework - Price increases will only be implemented when business and market intelligence indicate it is viable to do so.

2.    Approved to change the concession eligibility criteria by removing 60+ / full-time students and providing a specific membership for these two groups - However, members in these groups,  that meet the concession criteria on economic/financial grounds will still be eligible for a concession rate membership

1.    Approved the revised New Build Local Lettings Plan expanding the additional priority afforded to transferring social housing tenants for new build homes to include tenants of Registered Providers as well as Council tenants.

2.    Approved the change of terminology from Emergency Band to Highest Priority Need to take account of the addition of an Emergency+ Band that will be introduced into Allocations Policy Summer 2021.

3.    Approved the increase from 10 percent to 20 percent of homes on a new build development being allocated to those in the highest priority need to assist with alleviating homelessness and the pressures on temporary accommodation.
