1.     Approved the proposed new grants funded by the Additional Restrictions Grant which will a. Assist businesses and organisations not eligible for mandatory Restart Grant b. Assist businesses, organisations, clubs and charities to undertake covid compliant measures, in line with public health requirements c. Assist businesses who are on the Relight Business Support programme to invest in their business

2.     Bought to a close the current ARG schemes which have been in place since October, to draw the schemes to a close by the end of June, in line with the mandatory guidance for grants

3.     Approved additional Business Development Officers to work with businesses as they begin to reopen and recover.

1.     Approved the proposed Instrument of Government for the Loxdale Primary School.

1.    That the completion of the purchase of the former council properties listed in Appendix 1 at the agreed price of £280,000 be approved.

2.    That the Chief Legal Officer or other authorised officer be authorised to execute legal documentation to put the purchases into effect

1.     Approved the proposed Instrument of Government for the Federation of Christ Church (Church of England) Infant School and Nursery and Christ Church (Church of England) Junior Schools.

1. Approved the LLP for 74 new build affordable rent properties at Cleveland Road, attached as Appendix 1 to the report.

1. Agreed rent review – Former Sainsbury’s at St George’s Ring Road
2. Approved lease terms - Former Compton Youth Centre
3. Disposed land – Land adjacent to 70 Glentworth Gardens

 That the Cabinet Member for City Assets and Housing in consultation with the Deputy Chief Executive approved the completion of the transactions listed below:

1. Acquisition of Public Open Space (POS) – Goodyear Park, Stafford Road

1.              Approved the sale of the initial sales equity of the  shared ownership property at the site known as Sweet Briary, Ettingshall, as detailed in the body of the report.  A report was presented to the Cabinet (Resources) Panel (CRP) on 20 February 2018 approving that the City of Wolverhampton Council should purchase the shared ownership properties from WV Living and approved that they should then be marketed and sold.

2.              An IEDN is now required to process the sale by City of Wolverhampton Council to the purchaser. However, as the CRP report does not give specific delegated authority, it is proposed to use the following authority from the Council’s Constitution.

1.     Granted a temporary licence to Elias Mattu Foundation – Springvale Library

1.  That the Cabinet Members for Resources, City Environment and City Economy in consultation with the Directors of Finance, City Environment and Regeneration approved the creation of supplementary Capital Budgets for the City Centre Public Realm Victoria Street and Civic Halls project phases of the FHSF programme.

1. Approved the completion of the purchase of the former council property listed in Appendix 1 at the agreed price of £85,000 plus Home Loss and disturbance compensation.

Cabinet (Resources) Panel on 17 February 2021, approved the delegation of authority to the Cabinet Member for City Assets and Housing, in consultation with the Director of City Housing, to agree the expenditure on individual property purchases, including payment Home Loss and Disturbance payments, using the Land Compensation Act 1973 as a basis for compensation payments.

2. Authorised the Chief Legal Officer or other authorised officers to execute legal documentation to put the purchases into effect.

Approved the completion of the transactions listed below:

1.     Deed of Variation – Land at Planetary Road, Wolverhampton.

1.     Awarded the contract for Sandwiches and Food-To-Go to Fat Boys Ltd t/a Simply Lunch of Unit 2 ZK Business Park, 23 Commerce Way, Croydon, Surrey CR0 4ZS for a duration of four years from 1 April 2021 to 31 March 2025 for a total contract value of £336,851.84.
