of seven hired diesel-powered crew cab tippers operated by

unpaid Penalty Charge Notices (PCN’s). City of Wolverhampton
Council (CWC) was part of a consortium of local authorities taking
part in this procurement. The other authority is Dudley
Metropolitan Borough Council (DMBC) who were the lead authority on
this procurement.
