Decisions

That in accordance with Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting for the following items of business as they involve the likely disclosure of exempt information relating to the financial or business affairs of any particular person (including the authority holding that information).

1. That penalty charges be adopted for breaches of the regulations.

2. That the penalty charge levels as set out in Appendix 2 to this report be approved.

3. That authority be delegated to enforce the requirements of the Energy Act 2013 section 150 and any Regulations or Orders made thereunder (and specifically the Smoke and Carbon Monoxide Alarm (England) Regulations) to the Director of City Housing.

4. That it be noted that the Council has a duty to respond to the discovery or suspicion of significant residential hazards under the Housing Act 2004. These regulations introduce a new requirement to serve a remedial notice where smoke or carbon monoxide alarms are absent or defective.

5. That it be noted that the Local Housing Authority must prepare and publish a statement of principles which it proposes to follow in determining the amount of a penalty charge (attached at Appendix 2 to the report).

1. That a review of the 2019-2020 Housing Options Service and Temporary Accommodation provision be approved.

2. That the setting up of a supplementary expenditure budget of £718,000 in 2019-2020 as a result of receipt of Homelessness grant funding be approved and authority delegated to the Cabinet Member for City Assets and Housing and the Director of City Housing to allocate the grant.

3. That the use of an additional ten Council housing properties for temporary accommodation use be approved.

4. That the transition in 2017 transferring operational homelessness and support services from the City Council to Wolverhampton Homes, the City’s management agent, be noted.

5. That the initial findings in relation to the implementation of the Homelessness Reduction Act 2017 on service delivery be noted.

6. That the City’s partnership working that has arisen as a direct response to the Homelessness Reduction Act 2017 be noted.

To receive the Principal Social Worker Annual Report.

That the main priorities for the Principal Social Worker identified for 2019-2020 be approved.

To approve the allocation of £172,000 from the Corporate Contingency within the Capital Programme to the Waste Transformation Programme for the purchase of garden waste bins and safety technology for the waste collection vehicle fleet.

Approved an allocation of £172,000 from the Corporate Contingency within the Capital Programme to the Waste and Recycling Strategy Service Transformation project for the purchase of garden waste bins.

Approval is sought for the Council to accept the assignment of the Planning Application for the land at Reedham Gardens from WV Living and pay associated costs (Planning Fee and Architects costs)

Approved the assignment of all planning documentation for the site at Reedham Gardens from WV Living to the Housing Revenue Account in return for the reimbursement of all associated fees.

To approve an appointment to the Stronger City Economy Scrutiny Panel.

Approved the appointment of Cllr Susan Roberts MBE to the Stronger City Economy Scrutiny Panel for the remainder of the Municipal year 2019/2020.

To seek approval to participate in the Innovate UK funded Project Live-Tap Air Quality Monitoring Project

1.       Approved participation by the Council in the Project Live-Tap, an innovative air quality monitoring project.

2.       Authorised the Council to enter into any memorandum of understanding or agreement necessary to participate in the project.

A report seeking approval to proceed with the land and property transactions detailed.

Approved the completion of the property transactions and their terms:

1.       Deed of Variation to allow storage of motor vehicles at Former Phoenix Adventure Playground, Cockshutts Lane.

2.       Wayleave for the running of Virgin Media services across the following sites:

·         Land at Westcroft Avenue, Fallings Park.

·         Land at Foster Road, Bushbury.

3.       Wayleave for the running of Openreach services across the following sites:

·         Land at Moat Green Avenue, Wednesfield.

·         Land at Foster Road, Bushbury.

·         Land at Hylstone Crescent, Wednesfield.

·         Land at Whiston Avenue, Wednesfield.

IEDN to issue the Variation Oder to Shaylor Group for the Phase 2 Refurbishment (construction) works on the Civic and Wulfrun Halls as part of the restoration programme.

Approved the details of the variation notice/order to the contract with Shaylor Group for the Phase 2 Refurbishment (construction) works to the Civic and Wulfrun Halls.

Awards of Discretionary Rate Relief for Business Rates

Approved the award of discretionary rate relief for the period 1 April 2019 to 31 March 2020 for the organisations as set out in the appendix to the report.

To seek approval to financially support the eight projects that are part of the Crowdfund Wolves March funding round

Approved the payment of grant payments totalling £8,352 to nine projects participating in the Crowdfund Wolves March funding round.

Small works assistance grant - St Annes Road

Approved the use of the Council’s discretion to depart from its Housing Assistance Policy under the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002, in order to award a Small Works Assistance Grant for works totalling £14,141.12.  The award of the grant would support an individual to remain in their home.

Affordable Warmth Grant - Housing Assistance at Great Hampton Street

Approved an application for the installation of storage heaters under the Council’s Affordable Warmth Grant Policy.
