Decision type: Key

Reason Key: Expenditure > £250,000;

Decision status: For Determination

Wards affected: (All Wards);

Notice of proposed decision first published: 21/03/2017

This decision will be taken under urgency procedures.

Reason for urgency:
• Combined savings in the region of £375,000 per annum can be realised following changes in the provision of the outgoing mail service and the introduction of modern and efficient large volume print devices
• Per copy print rates from existing print device suppliers are significantly higher than those that can now be secured by the Council
• Replacement parts for the existing large volume print devices are becoming more difficult to obtain, increasing the risk of complete device failure
• Employee consultation on the proposed changes have completed and the expectation is to progress subject to Cabinet (Resources) Panel agreement
• The report supports two Procurement reports to Cabinet (Resources) Panel, a new contract award for External Mail Services and delegated authority to award a contract for Print Machines.
