Reason for urgency:
The legal process required to convert the Gating Orders to Public Space Protection Orders needs completion by 1 October 2017 in line with the Anti-social Behaviour, Police and Crime Act. Failure to do so would mean the gates on the highway would become illegal obstructions and could be removed. A decision by Cabinet on 13 September leaves insufficient time to achieve the deadline.
