An application for a Premises Licence in respect of Shisha Point, Sunbeam Street, Wolverhampton, WV2 4LA was considered following representations received from West Midlands Fire Service and Other Persons.

 

The Chair welcomed all parties to the hearing and invited all those present to introduce themselves. All parties did so. He outlined the procedure to be followed and all parties confirmed that they understood the procedure.

 

Debra Craner, Section Leader Licensing, provided an outline of the application. Mr Mohammed Ali, Applicant, confirmed that the summary was accurate.

 

The Chair invited the Applicant to present the application. Mr Mohammed Ali did so as per Appendix 1 of the report and stated the following:

 

  • He had liaised with West Midlands Fire Service from the start and an agreement had been reached regarding capacity and a fire risk assessment.
  • Environmental Health had visited the premises and given it a five star rating.
  • He had done everything that the Responsible Authorities had asked him to do and was willing to do whatever else was required.

 

The Chair afforded all parties present the opportunity to question Mr Ali in relation to his submission. Mr Ali responded to questions asked.

 

The Chair invited West Midlands Fire Service to make representations. Neil Aston-Baugh, Fire Safety Officer, did so as per Appendix 3 of the report. He stated that a voluntarily undertaking had been accepted by the Applicant and therefore his concerns had been allayed.

 

The Chair invited all parties present to question West Midlands Fire Service in relation to its submission. Neil Aston-Baugh responded to questions asked.

 

During this time, conflicting versions regarding the structure of the balcony were made by the Applicant and Other Persons. It was therefore agreed by all parties that the Hearing would be adjourned so that a site visit to the premises could be carried out by Members of the Sub-Committee.

 

Resolved:

Hearing adjourned to allow members of the Sub-Committee conduct a site visit at the premises.
