1.   Approved the award of contract for a Data Back Up Solution to Phoenix Software Limited of Blenheim House, York Road, Pocklington, North Yorkshire, YO42 1NS for a duration of 3 years with a total value of £263,701.

1.      Approved an amendment to the proposed procurement route to a direct award on the National Health Services Digital Workplace Solutions

2.      Approved a reduced contract period to a 3 year term.

1.          Awarded the contract for LCWIP Early Development Works Lot 1 Dudley to Aecom Limited for a duration of 9 months from 7 May 2024 to 31 January 2025 for a total contract value of £ £134,017.94.

2.          Awarded the contract for LCWIP Early Development Works Lot 2 Sandwell to Aecom Limited for duration of 9 months from 7 May 2024 to 31 January 2025 for a total contract value of £234,032.32.

3.          Awarded the contract for LCWIP Early Development Works Lot 3 Walsall to Arcadis (UK) Limited for a duration of 9 months from 7 May 2024 to 31 January 2025 for a total contract value of £186,004.88.

4.          Awarded the contract for LCWIP Early Development Works Lot 4 Wolverhampton to Arcadis (UK) Limited for a duration of 9 months from 7 May 2024 to 31 January 2025 for a total contract value of £237,450.62.

1.   Awarded the contract for the Lifestyles Tier 2 Weight Management App to DDM Health Ltd for three years from 1 July 2024 with the total contract value of £180,000.

1.      Awarded the contracts for the Lifestyles Tier 2 Weight Management Group Support to DDM Health Limited, Technology House, University of Warwick Science Park, Sir Williams Lyons Road, Coventry, CV4 7EZ and Miles Bramwell Executive Services Limited t/a Slimming World, Clover Nook Road, Somercotes, Alfreton, Derbyshire, DE55 4RF for three years from 1^st June 2024 with the total contract value of £382,395. This is a dual supply contract and it is the service user’s choice which provider they choose at the point of referral. Therefore, there are no guaranteed referrals and spend to either provider.

1.      Approved the recommended action along parts of Bhylls Lane, in response to comments received during public consultation and implement as shown in Appendix A (Plan T4/4508_01).

2.      Authorised the Chief Operating Officer to implement the relevant Traffic Regulation Orders.

That in accordance with Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting for the remaining items of business as they involve the likely disclosure of exempt information relating to the financial or business affairs of any particular person (including the authority holding that information).

To seek approvals to progress the Central Library and Adult Education project that forms part of Phase 2 of the City Learning Quarter programme and for the main construction contract.

1.      That the Council enter into a pre-construction contract, Pre-Construction Services Agreement (“PCSA”) with Speller Metcalfe (Malvern) Limited (“Speller”) to progress design, enabling works and to provide construction cost certainty for the Central Library and Adult Education Project (inclusive of library façade restoration) that forms part of the City Learning Quarter Phase 2.

2.      That authority be delegated to the Leader of the Council and Cabinet Member for Resources in consultation with the Directors of City Development and Finance to enter into the  main construction contract with Speller provided that:

a.      The contract sum is within the approved budget; and

b.      The design, cost and programme have been approved by the City Learning Quarter Programme Board.

1.      That the Director of Resident Services be authorised to negotiate terms for the acquisition of the property 11 Brown Street, Wolverhampton, WV2 1HR, and, in default of that acquisition, give authority for a compulsory purchase order (CPO) to be made under Part II Section 17 Housing Act 1985 in respect of the property.

2.      That expenditure for the potential acquisition of the property, with subsequent capital receipts being recycled within the Empty Property Strategy programme be approved.

3.      That in the event that the property is improved and re-occupied to the satisfaction of the Director of Resident Services, withdrawal of the property from the CPO is authorised.

4.      That following any acquisition, the Director of Resident Services be authorised to dispose of the property on the open market on condition that the property is refurbished and reoccupied within six or 12 months (as appropriate to the scale of the works).

5.      That the Chief Operating Officer be authorised to:

a.      Take all reasonable steps as soon as it is reasonably practical to secure the making, confirmation and implementation of the CPO including the publication and service of all Notices and the presentation of the Council’s case at any Public Inquiry.

b.      Approve agreements with the owners of the property setting out the terms for the withdrawal of objections to the CPO, and/or making arrangements for re-housing or relocation of any occupiers.

c.      Approve the making of a General Vesting Declaration (the property is brought into Council ownership via this process).

d.   Approve the disposal of the whole and/ or parts of the property by auction, tender or private treaty.

Public Procurement Award of Contracts for Works, Goods and Services

1.      That authority be delegated to the Cabinet Member for Governance and Equalities, in consultation with the Deputy Director of Assets, to approve the award of a contract for Oxley Health & Wellbeing Facility and Self & Custom Build Accommodation Main Contractor when the evaluation process is complete.

2.      That authority be delegated to the Cabinet Member for Children and Young People, in consultation with the Director of Children’s Services, to approve the award of a contract for Families First for Children’s Pathfinder Targeted Youth Support when the evaluation process is complete.

3.      That authority be delegated to the Cabinet Member for Environment and Climate Change, in consultation with the Director of Resident Services, to approve the award of a contract for Personal Projective Equipment (PPE) and Corporate Wear when the evaluation process is complete.

4.      That authority be delegated to the Cabinet Member for Adults and Wellbeing, in consultation with the Director of Adult Social Care to approve the award of a contract for Direct Payment Support Service when the evaluation process is complete.

That the Emergency Planning and Business Continuity Annual Report (April 2023 - March 2024) and the ongoing work of the team in continued improvement of the service be approved.

1.      That entering into the legal agreements and any associated ancillary documents to give effect to the disposal and development be approved.

2.      That the Council’s decision to enter into an extended exclusivity period with the development partner be ratified.

3.      That authority be delegated to the Leader of the Council in consultation with Director of City Development and Chief Operating Officer to finalise and execute any other necessary legal agreements to facilitate completion of the land transaction.

4.      That the intention for City of Wolverhampton Council and Transport for West Midlands to undertake further development work to identify alternative alignments for public transport improvements for the A4124 Wednesfield Road Corridor, facilitating a change to the reserved Metro alignment be noted.

1.  Approved the following fees and charges (and as detailed in Appendix 1 and Appendix 2) to take effect as soon as possible.

1.    Created a supplementary budget of £3,209 in 2024/2025 for the project funding.

1.      Awarded the contracts for the Supported Living with Individuals with Forensic History or Significant Complex Behaviour framework to the organisations shown below for a duration of up to five years (including the option to extend by 12 months) from 31^st April 2024 to 30^th April 2028 with an total contract value of £6,210 Million.

1.   Approved the use of balances of grant funding to reduce the amount of council tax payable by working age households in receipt of council tax support at the point of raising the 2024-2025 council tax demand notice, fully funded from grant income.

1.      Approved the completion of the purchase of the former council property listed in Appendix 1 at the agreed reduced price of £120,000.

2.      Agreed for the purchase to be funded using affordable housing contributions within Section 106 Agreements as outlined in paragraph 2.6.

3.      Authorised an authorised officer to execute legal documentation to put the purchase into effect.

1.  Approved the revised Leave Policy for adoption within City of Wolverhampton Council.

1.  Approved the revised Flexible Working Policy for adoption within City of Wolverhampton Council.

1.    Approved the revised Restructure and Redundancy Policy for adoption within City of Wolverhampton Council.

1.  Awarded the contract for the provision of Lifestyles Nicotine Replacement Therapy to Central Health Solutions Limited, 40 Beacon Buildings, Aldridge, Walsall, WS9 8AA for three years from 1May 2024 to 30 April 2027 with the total contract value of £307,500.

1        Approved the terms of a loan to WV Living, including a return on investment chargeable quarterly.

2        Approved the issue of the loan to WV Living in April 2024.

3        Authorised the Chief Legal Officer or other authorised officers to execute legal documentation to act as security on the site.
