Decisions

1.    Approved the award of the contract for the Provision of Frozen, Chilled and Ambient Foods to Blakemore Foodservice of Steelmans Road, Jamesbridge, Darlaston, West Midlands, WS10 9UZ, United Kingdom for a duration of a four-year term from 1 May 2020 to 30 April 2024 for a total contract value of up to £2.4 million.

1.    Approved the completion of the purchase of the former council property listed on Appendix 1 at the agreed price of £42,500.

2.    Authorised the Chief Legal Officer or other authorised officers to execute legal documentation to put the purchases into effect.

1.    Approved the terms of the loan to WV Living, including a return on investment chargeable quarterly.

2.    Approved the issue of the loan to WV Living in April 2020.

1. Approved the recommended action to implement waiting restrictions to parts of Amos Lane and Wood Avenue in response to comments received during public consultation and implement as shown on plan T4/3978 appended to this report.

2. Approved the recommended action to overrule an objection to waiting restrictions to parts of Bargate Drive and Evans Street in response to comments received during public consultation and implement as shown on plan T4/4203 appended to this report.

3. Approved the recommended action to overrule an objection to waiting restrictions to parts of Patrick Gregory Road, Linthouse Lane and Olinthus Avenue in response to comments received during public consultation and implement as shown on plan T4/3980 appended to this report.

4. Approved the recommended action to overrule an objection to waiting restrictions to parts of Ringwood Road and Bushbury Lane in response to comments received during public consultation and implement as shown on plan T4/3983 appended to this report.

5. Approved the recommended action to implement waiting and stopping restrictions to parts of Wood End Road, Orchard Road and Jayne Close as shown on plan T4/4089 appended to this report.

6. Approved the recommended action to overrule an objection to waiting and loading restrictions and prohibitions to parts of Springfield Road, Langsett Road, Monsal Avenue and Edensor Close in response to comments received during public consultation and implement as shown on plan T4/4119 appended to this report.

7. Approved the recommended action to implement waiting and loading restrictions to parts of Blackwood Avenue, Harper Avenue, Guest Avenue, Bradburn Road as shown on plan T4/4110 appended to this report.

8. Approved the recommended action to overrule an objection to waiting restrictions to parts of Wootton Avenue, Ridge Lane, Duckhouse Road, Thomas Mason Close, Springhill Road and Prestwood Avenue in response to comments received during public consultation and implement as shown on plan T4/4167 appended to this report.

9. Authorised the Director of Governance to implement the relevant traffic regulation orders.

Approved the sign off of the collaborative agreement covering the Black Country Average Speed Enforcement system.

1.     That the Senior Pay Policy Statement for 2020-2021 be approved.

2.     That the Senior Pay Policy Statement be published in line with the requirements of the Localism Act 2011.

3.     That it be noted, that the Pay Policy incorporated a new Grade 13 into the Senior Management Pay Structure, in order to provide a more flexible, adaptable structure to support future reviews and rationalisation of senior managers.

4.     That it be noted, that the Pay Policy had been revised to ensure that it was explicit, that an Individual Executive Decision Notice, reportable to Cabinet (Resources) Panel in the usual manner, was required, if the Leader of the Council in consultation with the Head of Paid Service, makes additional payments below £100,000, on cessation of employment, for reasons other than redundancy.

1.     That the revised Statement of Licensing Policy be approved.

1.      That the City of Wolverhampton Council be authorised to send letters and Settlement Agreements to affected traders setting out the Full and Final value of compensation due and requesting their signature in return for payment.

2.      That payments to those traders where settlement agreements have been certified, signed and returned totalling £46,991.41 be approved.

3.      That a virement totalling £200,000 from Corporate Accounts to the Black Country Transport service to support expenditure arising as a result of the Bilston Road Financial Assistance programme be approved.

4.      That authority be delegated to the Cabinet Member for City Environment, in consultation with the Director of Finance, to approve payments to traders when future settlement agreements have been signed and returned.

Authorised Small Works Assistance Grant where there is an imminent risk to health and safety and approved that legal services be instructed to take steps to ensure that the Council may recover the costs incurred upon sale or change of ownership.

1.    That supplementary expenditure budgets totalling £9,375,304 be established and funded by the COVID 19 Emergency Funding for Local Government Grant to support additional costs and loss of income relating to COVID 19.

2.    That £2 million be drawdown from the Budget Contingency Reserve to support expenditure on COVID 19 projects in excess of the above grant allocation.

3.    That supplementary expenditure budgets totalling £10,502 be estabhished and funded by grant to support rough sleepers to self-isolate as a result of COVID 19.

4.    That authority be delegated to the Cabinet Member for Resources, in consultation with the Director of Finance to approve all virements required to support the additional costs and loss of income relating to COVID 19.

5.    That the establishment of the Food Distribution Hub be agreed, as detailed in the report, and authority be delegated to the Cabinet Member for City Environment in consultation with the Director of City Environment to enter into contracts with suppliers in relation to the Food Distribution Hub to support and protect the city’s most vulnerable residents during the current national emergency.

6.    That the provision of additional temporary accomodation through an agreement with a local hotel be approved and authority be delegated to the Cabinet Member with responsibility for City Assets and Housing, in consultation with the Deputy Chief Executive, to enter into a contract with the local hotel  for the provision of temporary accommodation for homeless and others in need of urgent temporary accommodation.

7.    That the provision of Business Rates relief be agreed, in line with emergency Government Guidance, and authority be delegated to the Cabinet Member for Resources, in consultation with the Head of Revenues and Benefits, and the Director of Finance to allocate business rates relief to individual businesses.

8.    That to the payment of Business Rates Grants by the Council be agreed, in line with emergency Government Guidance, and authority be delegated to the Cabinet Member for Resources, in consultation with Director of Finance, to establish  supplementary budgets for the cost of Business Rates Grants which will be reimbursed in full by Government grant once Government have confirmed the amount to be allocated to the Wolverhampton.

9.    That the payment of Small Business Grants by the Council be agreed, in line with emergency Government Guidance, and to delegate authority to the Cabinet Member for Resources, in consultation with the Head of Revenues and Benefits and the Director of Finance to award grant payments to business under the Small Business Grants Fund and the Retail, Hospitality and Leisure Business Grant Fund announced by Government in line with Government Guidance.

10. That supplementary budgets totalling £3,272,264 be established, funded by grant to fund the Hardship Scheme and authority be delegated the Cabinet Member for Resources, in consultation with the Head of Revenue and Benefits and the Director of Finance to make the required reductions in council tax and note that alternative support mechanisms would be considered and, where appropriate, funding would be provided from within the hardship fund to be used where it supports the guidance.

11. That the Director of Governance be authorised to sign a contract with Sandwell Methropolitan Borough Council for additional mortuary support.

1. Approved the transfer of 1.87 acres of land at the WEC to WV Living on the Heads of Terms Agreed.

2. Required WV Living to enter into a Section 106 agreement to contribute £80,000 towards the future maintenance of the WEC public open space.

Approved the award of the contract for the Removal, Storage and Transportation of Furniture to Movecorp Holdings Limited of Middlemore Lane West, Aldridge, West Midlands, WS9 8BG, United Kingdom for a duration of a four year term from 1 April 2020 to 31 March 2024.

Approved the award of the contract for the Provision of Washroom Services to Personnel Hygiene Services ltd trading as PHS Group plc of Western Industrial Estate, Caerphilly, Mid Glamorgan, CF83 1XH, United Kingdom for a duration of 4 years from 1 April 2020 to 31 March 2024.

Considered the content of the report attached as Appendix 1 - remedial measures 8.2 to complete all damp proofing work recommended.

Approved the retender of Lot 4 Recycling Processing for a shorter contract term.
