Decisions

1.     Approved the proposed Instrument of Government for The Governing Board of Fallings Park Primary School.

That the protocol for awarding Freedom of the City be approved.

1.    That the amendments to the Constitution as detailed in Appendix 1 to this report be approved.

2.    That the Monitoring Officer be authorised to implement the changes.

That the adoption of the Youth Justice Plan 2021-2022 be approved.

That the decision made under the Council’s Urgent Action Powers be noted. 

1.    That the establishment of an Executive Director of Families post be approved subject to appointment by a Special Appointments Committee.

2.    That the establishment of a Chief Operating Officer post be approved subject to appointment by a Special Appointments Committee.

3.    That a Special Appointments Committee for the appointment of an Executive Director of Families be approved.

4.    That a Special Appointments Committee for the appointment of a Chief Operating Officer be approved.

5.    That the Special Appointment Committees approved within this report have delegated authority to endorse both appointments on behalf of Council.

6.    That a nominated chair of an employee equality forum also be included on the Special Appointment Committee panels as an observer to further embed our absolute commitment to equalities and diversity.

7.    That a revision to the Senior Management Pay structure to support the introduction of new senior management posts; Chief Operating Officer and Executive Director of Families be approved.

8.    That the financial implications of delivering our future senior leadership would be considered as a whole, taking account of both phases one and two. By the end of phase two there would have been a reduction in headcount, and as a minimum the revised structure would be cost neutral.

That the responses to written questions be noted.

1.    That the substantive motion on new planning proposal be agreed.

2.    That the substantive motion on brownfield only policy be agreed.  

1.    That it be noted, the Council operated within the overall approved Prudential and Treasury Management Indicators, and also within the requirements set out in the Council’s approved Treasury Management Policy Statement during 2020-2021, however due to the reprofiling of some capital programmes the operational boundary for commercial activities was slightly in excess of the best estimate included in the Treasury Management Strategy presented to Council on 3 March 2021.

2.    That it be noted, a revenue underspend of £2.3 million for the General Revenue Account and £805,000 for the Housing Revenue Account (HRA) were generated from treasury management activities in 2020-2021.

3.    That it be noted, the revenue underspend of £1.4 million for the General Revenue Account and £11,000 for the HRA were forecast from treasury management activities in 2021-2022 be noted.

1.     That the revised, medium term General Revenue Account capital programme of £340.2 million, an increase of £3.0 million from the previously approved programme, and the change in associated resources be approved.

2.     That the revised, medium term Housing Revenue Account (HRA) capital programme of £450.3 million, a reduction of £222,000 from the previously approved programme, and the change in associated resources be approved.

1.   Approved the change to documented delivery outputs relating to the Accessing Growth, Springfield Interchange Public Realm Scheme completed in 2017, to enable sealing of the “Deed of Execution” contained within the “Deed of Variation".

1.   Former garage site at Marchant Road – Disposal of freehold interest.

1.     Land at the rear of 45 Rookery Road – Variation of restrictive covenant,

2.     Land adjacent to 182 Castlecroft Road – Disposal.

That the absence of Councillor Rupinderjit Kaur until 16 January 2022 pursuant to section 85 of the Local Government Act 1972 be approved.

1.     Approved the recommended action to implement waiting restrictions to parts of Castle Street as shown on plan T4/4028 appended to this report.

2.     Approved the recommended action to implement waiting restrictions to parts of Butts Road and St Catherine’s Crescent as shown on plan T4/4161A appended to this report.

3.     Approved the recommended action to implement waiting restrictions to parts of Wychbury Road and Adams Road as shown on plan T4/4184 appended to this report.

4.     Approved the recommended action to implement waiting restrictions to parts of Riley Crescent and Coalway Road as shown on plan T4/4197 appended to this report.

5.     Approved the recommended action to implement waiting and loading restrictions to parts of Church Hill, Vicarage Road, Pennwood Lane and Wheathill Close as shown on plan T4/4233B appended to this report.

6.     Approved the recommended action to implement waiting and loading restrictions to parts of Jeremy Road, Rosemary Crescent West and Park Avenue as shown on plan T4/4235 appended to this report.

7.     Approved the recommended action to implement waiting and loading restrictions to parts of Cherry Street as shown on plan T4/4271A appended to this report.

8.     Approved the recommend action to implement waiting restrictions to parts of Lea Manor Drive and Church Hill as shown on plan T4/4304 appended to this report.

9.     Approved the recommended action to implement waiting and loading restrictions to parts of Claremont Road and Claremont Mews as shown on plan T4/4323 appended to this report.

10.Approved the recommended action to implement waiting and loading restrictions to parts of Linden Lea, Walnut Drive and Finchdene Grove as shown on plan T4/4330 appended to this report.

11.Approved the recommended action to implement waiting and loading restrictions to parts of Pencombe Drive, Park Hall Road and Broadstone Close as shown on plan T4/4384F appended to this report.

12.Authorised the Director of Governance to implement the relevant traffic regulation orders.

1.       Approved the Extension of the contract between LGPS CENTRAL LIMITED and City of Wolverhampton Council for the duration of further 2 years, the total value of the contract is £xxx.

1. Approved that the Council enters into a Memorandum of Understanding with the Ministry of Housing, Communities and Local Government to formally accept the grant offer from the Future High Streets Fund of £15,760,196 and its associated terms and conditions that applies to the financial year 2021-2022. 

2. Approved that the Council enters into a further Memorandum of Understanding with the Ministry of Housing, Communities and Local Government as necessary to enable the provision of grant from the Future High Streets Fund for future years from 2022-2023 onwards.

1. Approved the appropriation of the Land at Park Street South from the Housing Revenue Account (HRA) to the General Fund (GF).

1.    That the completion of the purchase of the former council properties listed in Appendix 1 at the agreed price of £96,000 be approved.

2.    That the Chief Legal Officer or other authorised officers be authorised to execute legal documentation to put the purchases into effect.
