Decisions

1.     Entered into agreement between the Council and Ministry of Housing, Communities and Local Government in respect of a lease for commercial floor space at i9 based on the agreed terms outlined in the report.

2.     Entered into agreement between the Council and West Midlands Pension Fund in respect of a lease for commercial floor space at i9 based on the agreed terms outlined in the report.

3.     Entered into agreements between the Council and LGPS Central Limited in respect of a lease for commercial floor space at i9 based on the agreed terms outlined in the report.

4.     Entered into any ancillary agreements as required to facilitate these organisations occupying floorspace at i9 based on the terms outlined in the report.

1.     Disposal of the former Towers Outdoor Education Centre.  

1. Approved the recommended action to implement waiting, loading and stopping restrictions to parts of High Street, Church Street, Graiseley Lane, Alfred Squire Road, Nicholls Fold,  Woodhouse Fold, Well Lane and Rookery Street in response to comments received during public consultation and implement as shown on plan T3/1339 – 01A appended to this report.

2. Approved the recommended action to implement a parking stay limits and charging regime on the following Council controlled car parks in Wednesfield: Woodhouse Fold, Alfred Squire Road, Well Lane and The Library car park as shown on plan T3/1339 – 03 appended to this report.

3. Authorised the Director of Governance to implement the relevant traffic regulation orders and revoke existing traffic regulation orders where specified.

4. Approved the recommended fees and charges for Wednesfield Town Centre to take effect as soon as possible.

1.     Approved the new Recruitment of ex-offenders policy statement to be made available to managers and sent to all applicants where the position they are applying for requires a DBS check.

That the completion of the purchase of the former council property listed in appendix 1 to this report at the agreed price of £140,000 be approved.

1.    That the allocation of £161,000 from the Adult Reserve to the Adult Service review programme be approved.

1.     That the governance structure and approvals process identified in the report be approved. Key decisions, as listed, would be reported to Cabinet for approval. Other operational decisions as noted are delegated to the Director of Finance and the Chief Operating Officer acting on behalf of the Council as a member of the Help to Own partnerships, and otherwise to the appointees to the scheme Management Board.

2.     That the minor amendments to correct and clarify certain of the transaction documents signed on 16 April 2021 to establish the scheme and delegation to the Director of Finance and Chief Operating Officer of authority to approve on behalf of the Council as a member of HTO2 LLP be approved.

3.     That it be noted that this is the first six monthly update on the scheme and shows a strong initial performance with 352 applications for the 100 houses. Of these 70 have been approved to date, 50.%  from key workers and 61% from Wolverhampton residents.

4.     That it be noted that the first 23 houses are expected to be delivered and occupied in September with the balance delivered in tranches over the following 6 months. Loans would be drawn down from the facility with the West Midlands Pension Fund (WMPF) to fund the purchase of each tranche.

That the City of Wolverhampton Council (CWC) and the regional adoption agency service response to the Local Government Social Care Ombudsman (LGSCO) finding be endorsed.

1.      That the Council support the principle of the Severn Trent Commonwealth Legacy Forest and proposing sites for both the Legacy Forest and Tiny Forests on land owned or managed by the Council.

2.      That authority be delegated to the Cabinet Member for City Environment and Climate Change, in consultation with the Director of Governance, to sign any relevant agreements to enable planting to take place on the proposed sites, should they be accepted and the terms of planting be considered acceptable to the Council.

3.      That it be noted that the report seeks delegated authority in the case of sites being proposed and accepted but does not commit to Council to providing sites for the Commonwealth Legacy Forest or Tiny Forests, should sites not be identified and selected or should the terms of planting not be acceptable to the Council.

1.      That Social Rents are applied to new build council properties only when allocated to a returning tenant(s) who are displaced as a result of an approved council led regeneration programme. This is only applicable for new build properties built without using grant funding.

2.      That Social Rent is charged on properties purchased through the Market to Affordable Housing Conversion Programme only when the property is allocated to an existing tenant(s) who is required to temporarily decant to assist in the progression of the approved council led regeneration programme.

3.      That authority be delegated to the Cabinet Member for City Assets and Housing, in consultation with the Director of City Housing and Environment, to authorise future amendments to the City’s Affordable Rents Policy for new build council Housing.

That in accordance with Section 100A(4) of the Local Government Act 1972 the press and public be excluded from the meeting for the following items of business as they involve the likely disclosure of exempt information relating to the financial or business affairs of any particular person (including the authority holding that information).

To approve Housing Management functions changes.

1.      That authority be delegated to the Leader of the Council, in consultation with the Director of Finance, to approve the award of a contract for Hybrid Mail when the evaluation process is complete.

2.      That authority be delegated to the Cabinet Member for City Assets and Housing, in consultation with the Deputy Chief Executive, to approve the award of a contract for Supply and Delivery of Hot Beverages when the evaluation process is complete.

3.      That authority be delegated to the Cabinet Member for Children and Young People, in consultation with the Executive Director of Families, to approve the award of call-off contracts under the West Midlands Regional Supported Accommodation Flexible Framework Agreement 2021 when Staffordshire County Council awards contracts to successful providers under the framework agreement.

1.   That the Cabinet Member for City Environment and Climate Change in consultation with the Director of City Housing and Environment and the Director of Finance approved the acceptance of the £50,000 Midlands Connect Major Road Network Preparation Fund grant for the A4123 corridor.

2.   That the Cabinet Members for Resources and City Environment and Climate in consultation with the Directors of Finance and the Monitoring Officer approved the creation of supplementary Capital Budgets for the £50,000 grant for the A4123 corridor.

3.   Approved the Council entering into and all necessary legal transactions.

4.   Authority to the Director of Governance to execute any legal agreements to give effect to the recommendation.
